Join Curb the Congestion and choose a smarter way to Ash Way Park & Ride for another reward – preferred parking! Share the ride with two others and park in an up-front designated preferred parking space. Preferred parking spaces are enforced Monday through Friday, 6 a.m. to 10 a.m.

1. Register with Curb the Congestion
Participants must be registered in Curb the Congestion and follow the program to be eligible to participate in the Preferred Parking program.
2. Form a carpool
Check with family, friends and coworkers to form your carpool. You must have at least three (3) registered participants in your carpool. Everyone in your carpool must have their own valid permit. Your Curb the Congestion Specialist is ready to assist if you need help forming a carpool.
3. Register for a permit
You need at least three (3) registered permit holders to participate. To register, call (425) 438-6136 or email curbit at commtrans dot org, or download your Preferred Parking Permit application. (pdf)
4. Get a great parking spot
When you arrive at Ash Way Park & Ride, look for CARPOOL PARKING signs and display at least three (3) valid Preferred Parking Permits clearly visible on the rear window before leaving the car. Note: While there are dedicated spaces for carpoolers, they are on a first-come, first-served basis.
To help reduce traffic congestion on 164th Street and at Ash Way P&R, Community Transit and Snohomish County are conducting a pilot program designating 20 High Occupancy Vehicle (HOV) preferential parking spaces close to bus bays.
Spaces are marked with signage indicating they are preferred parking for carpools to Ash Way Park & Ride. Signs indicate that valid permits are required. Registered carpoolers are not guaranteed a space.
Curb the Congestion is a Transportation Demand Management (TDM) program operated by Community Transit and funded by Snohomish County through development fees and federal grants. It aims to reduce traffic and encourage healthy travel options on three transit emphasis corridors, including 164th Street between Mill Creek and Lynnwood.
The program helps and encourages residents and commuters to ride the bus, carpool, vanpool, bicycle, or walk instead of driving alone on the selected corridors. Participants receive information and tools to facilitate their use of non-SOV options, as well as incentives for changing daily travel behavior.
Curb the Congestion participants must be registered before they can utilize preferred parking spaces. Number of registrations will affect the number of Preferred Parking signs that are available (not covered) for the duration of the program.

Permits will be reissued to carpoolers continuing to meet the requirements every six months.
Community Transit contracts with the Snohomish County Sheriffs to provide security for our customers and facilities. Sheriff’s Deputies will patrol Ash Way Park & Ride and monitor the preferred parking spaces between 6 a.m. – 10 a.m.
If a vehicle is parked in a preferred parking space without at least three valid permits visible in the rear window, Sheriff’s Deputies may:
Appeal or dispute of warnings or tickets will be handled through the Snohomish County Sheriff’s Office.
