Community Transit is seeking public comment on the draft 2025-2030 Transit Development Plan (TDP) through July 2.  The plan serves as the agency’s roadmap for the next six years. It includes activities, accomplishments, and performance reports from the previous year, and a refreshed six-year forecast of agency financials, service levels, and capital projects. The TDP can be viewed at ctgo.org/tdp

Key initiatives outlined in the 2026-2031 draft TDP include:

  • Adding service including expansion of the Swift Bus Rapid Transit network and new Zip Shuttle zones
  • Progress toward the transition to a zero emissions fleet
  • Enhanced customer experience with an emphasis on safety and accessibility

The plan also includes resuming work with the City of Everett towards potential annexation into the Community Transit service area in response to population growth and transportation demand. Annexation is subject to Everett City Council and Community Transit Board approval.
